On 24 December 2014, The National Health and Family Planning Commission of the People’s Republic of China (NHFPC) has published a notice (No. 21 of 2014) to approve 37 China national standards. Among of them
Hygienic Standard of Packaged Water for Drinking
(GB19298) were changed in great extent, and attached extensive attention. New
Hygienic Standard of Packaged Water for Drinking
will come into effect on 24 May 2015, and replace the
Hygienic Standard of Bottle Water for Drinking
(GB19298-2003) and
Bottled Purified Water for Drinking
(GB17323-1998).
New standard amend the description for scope of application, requirements of raw material and sensory property, physicochemical indexes and microbial indicators.
To compliant import package water for drinking to China after 24 May 2015, the operators should mention following issues:
1. Physicochemical indexes
Compare with the previous one, new standard add the limitation requirement of Carbon tetrachloride, Cyanide, Anion synthetic detergent and bromate. Meanwhile the content of arsenic, lead, cadmium and nitrite should refer to the requirements in The Limitation of Contamination in Food (GB 2762), in addition, the copper content were deleted from the supervision items. Manufactures need to focus on these new test items.

2. Microbiological indicator
New hygienic standard have referenced the international relevant standards and deleted the limitation of mould, saccharomycetes, bacterial colony number and some pathogenic bacterium (Shigella, Salmonella, Staphylococcus aureus). In addition list the pseudomonas aeruginosa as an opportunistic pathogen in the limitation list. Therefore there are two microbiological indicators for Packaged Water for Drinking in new hygienic standards:

3. Application of additive
According to the stipulation in
The Usage of Food Additives
GB2760, magnesium sulfate, zinc sulfate, calcium chloride, potassium chloride and etc. could use to modify the taste of packaged water for drinking

4. Requirement of Chinese label
According to the new standard if food additive is used to modify the taste, it is necessary to label as “添加食品添加剂用于调节口味” at the neighboring of product’s name.
