24 December 2014, the National Health and Family Planning Commission of the People’s Republic of China (NHFPC) has published a Notice (Notice No. 21 of 2014) to approve 37 China national standards which including GB 2760-2014 Food safety national standards for the usage of food additives.
GB 2760-2014 stipulated the using principle of food additives and the categories, application scopes and limited dosages of certain food additives which are allowed to be used. This national standard will come into force on upcoming 24 May 2015 and replace GB 2760-2011. Highlights
Compared to GB 2760-2011, there are some big changes appeared in GB 2760-2014 which have been highlighted as follows:
1. Add all contents stipulated by 14 Notices regarding food additives published by NHFPC (former the Ministry of Health) from 2010 to 2014. In chronological order, the first Notice is No. 16 of 2010 and the last Notice is No. 17 of 2014.
2. Remove Annex D The List of Gum-based Substances in Chewing Gum and the Ingredients which listed in GB 2760-2011 out of GB 2760-2014. Relevant food additives shall comply with the requirements of GB 29987-2014 Food Additives – gum-based substances in chewing gum and the ingredients () which was published for the first time.
3. Forbid the usage of some food additives, expand or reduce the scope and dosage of certain food additives which were not contained in Notices published previously.
4. There is a new rule that if a food additive can be used in the finished product then it also can be used in the certain raw material of the finished product.
5. The quantities of functional category of food additives were reduced from 23 to 22. Nutrition enhancers were excluded from food additives.
6. Modify the contents of Annex F Food Classify System in GB 2760-2011 which is Annex E Food Classify System in GB 2760-2014. The classification numbers and names of part foods of categories of 01.0, 02.0, 04.0, 08.0, 09.0, 11.0, 12.0, 13.0, 14.0 and 16.0 were regulated.
7. Add a new annex, namely Annex F Index of provision on the usage of food additives listed in annex A.
