In January 2024, the Mexican Congress proposed to amend its General Health Law to prohibit the extraction, production, import, export, sale, or distribution of asbestos and its products in the Mexican market, to safeguard public health and environmental safety. Under the NOM-010-STPS-2014, the 'Exposure Limit Value' (VLE) for any asbestos is set at 0.1 f/cm³(fibers per cubic centimeter). However, the American research believes that this VLE is insufficient to safeguard the public health. Therefore, Mexico is now moving forward with a proposal to ban asbestos products entirely, driven by heightened concerns about public health and safety.
Starting from 2023, the amendments to Annex II of REACH regulation on safety data sheets (SDSs) became mandatory. This means that related enterprises must affix a unique formula identifier (UFI) code in section 1.1 of their SDS when exporting mixtures to the EU. Mixtures that meet specific conditions must also complete poison center notification (PCN).
Turkey has adjusted the administration fee for KKDIK registration for 2024 after its registration deadline has been extended. Compared with that of 2023, the administrative fee for 2024 has increased by over 50%. Earlier in the beginning of 2023, Turkey has already raised the administrative fee for 2023 by over 100%.
On December 29, 2023, China’s Ministry of Commerce, the General Administration of Customs, and the Ministry of Ecology and Environment jointly published the list of goods prohibited from export (eighth batch) and the list of goods prohibited from import (ninth batch), in which PFOS products were included. On December 23, 2023, Turkey officially announced to extend the KKDIK registration deadline of December 31, 2023, by up to seven years, between 2026 and 2030 depending on the tonnage band and the hazard classification. Earlier in November, a draft text proposed to gradually extend the KKDIK registration deadlines was submitted to the NGO.
On 27 November 2023, the Specification for Classification and Labelling of Chemicals Part 31: Precautionary Label for Workplace of Chemicals (GB/T 30000.31-2023) was published on the National Public Service platform. The standard, which aligns with the 9th revised edition of the Globally Harmonized System of Classification and Labeling of Chemicals (UN GHS), is a recommended national standard (prefixed with GB/T) and will be implemented from June 1, 2024.
On December 18, 2023, China's Ministry of Ecological Environment (MEE) announced the addition of a batch of 25 registered substances that fulfill the requirements of existing substances into the Inventory of Existing Chemical Substances in China (IECSC). CIRS warmly reminds you that related enterprises must make sure whether their substances are existing substances. The Provisions on Environmental Administration of New Chemical Substances (MEE Order 12) require enterprises to complete new substance registration/record before manufacturing or importing, or they may face various punishments.
China’s chemical inventory of existing chemical substances is IECSC, which stands for the Inventory of Existing Chemical Substances Produced or Imported in China (IECSC). There are two parts of IECSC, public part and classified/confidential part. Companies can check out the public part by themselves and shall only enquire Authorities for classified/confidential part. If substances are not listed in the public part, companies have to submit a formal enquiry to SCC to check whether a substance is listed in the confidential part. The enquiry costs 3000 RMB.
On December 18, 2023, China's Ministry of Ecological Environment (MEE) announced the addition of a batch of 4 registered substances that fulfill the requirements of existing substances into the Inventory of Existing Chemical Substances in China (IECSC). Earlier on October 10, 2023, these four substances are released for public consultations.
