EU Cosmetic Regulatory Services
Regulation: European Cosmetic Regulation (EC) No. 1223/2009.
Target: Manufacturers, formulators, brands, importers, and distributors of cosmetic products who wish to place their products on the EU market.

UK Cosmetic Regulatory Services
Regulation: UK Cosmetic Regulations (UKCR).
Target: Manufacturers, formulators, brands, importers, and distributors of cosmetic products who wish to place their products on the GB market. The GB market refers to England, Scotland, and Wales. Northern Ireland follows the European regulations.
Key Requirements and CIRS Services:
- UK-based domestic responsible person (RP);
- Product Information File (PIF);
- Cosmetic product safety Report (CPSR);
- Labeling; and
- UK submit cosmetic product notification (SCPN).

How Do You Register a Cosmetic Ingredient on the Safety Information Platform in China?
On January 1, 2022, the China National Medical Products Administration (NMPA) launched the cosmetic ingredients safety information platform. Since then, cosmetic ingredient suppliers have been required to create an account on the platform and submit the safety information of their cosmetic ingredients to generate a code. This code can be shared with downstream cosmetic registrants, filers, or the domestic responsible person to affiliate the safety information of cosmetic ingredients and report to the NMPA.
Implementation date: January 1, 2022.
Regulation target:
- Manufacturers, distributors, and traders of cosmetic ingredients; and
- Those responsible for the safety of the cosmetic ingredients.

New Cosmetic Ingredient Compliance in China
A cosmetic ingredient is considered "new" in China if it is not included in the Inventory of Existing Cosmetic Ingredients in China (IECIC 2021). New cosmetic ingredients must comply with the Cosmetic Supervision and Administration Regulation (CSAR), the overarching chemical regulation that was implemented on January 1, 2021. According to the CSAR, cosmetic ingredients are classified according to their risk level. The risk level determines the management of the cosmetic ingredient for compliance in China.

- Cosmetic ingredient manufacturers, importers, and distributors; and
- Domestic responsible persons.
CIRS Services:
- Filing or registration of new cosmetic ingredients;
- Test coordination in China; and
- Acting as a domestic responsible person.

How Do You Register a Finished Cosmetic Product in China?
On January 1, 2021, the Cosmetic Supervision and Administration Regulation (CSAR) came into force as the overarching cosmetic regulation in China. This brought about significant changes in the management of finished cosmetic products in China.
In China, finished cosmetic products are either classified as ordinary or special cosmetic products. This classification determines how the products are managed for compliance on the Chinese market.
Regulation Target:
- Finished cosmetic product manufacturers, distributors, and traders; and
- Domestic Responsible Persons in China.

South Korean Regulatory Services
In South Korea, cosmetics should be managed according to the Cosmetic Act before manufacture or import. They are also managed based on their product categories, these include:
- Functional Cosmetics;
- Natural Cosmetics;
- Organic Cosmetics;
- Custom Cosmetics; and
- General Cosmetics.
Authority: Ministry of Food and Drug Safety (MFDS).
Implementation Date: February 2022.

- Baby products (three years and under);
- Shaving products;
- Deodorants and antiperspirants;
- Bath products (including bubble bath and shower salt);
- Eye makeup products;
- Skincare products (including lotions and creams);
- Hair colorants;
- Nailcare products (fingernails and toenails);

- Hair conditioning products (including hair straighteners and shampoos);
- Fragrance products (including perfumes and colognes);
- Make-up and make-up removers; and
- Body cleansing products (including body cleansers and soaps).
