Interpretation of Safety and Technical Standards for Cleaning Products (Draft for Comments)

On June 16, 2023, the Science and Technology Department of the Ministry of Industry and Information Technology of People’s Republic of China sought opinions on 12 mandatory national standards (draft for comments), including the Safety and Technical Standards for Cleaning Products (Draft for Comments). Comments are welcomed before August 16, 2023.

The Safety and Technical Standards for Cleaning Products is to replace the GB/T 26396-2011 "Safety and Technical Standards for Cleaning Products", and the nature of the document will be changed from recommended to mandatory. The recommended transitional period is 12 months.

Major contents of the standard cover:

  • terms and definitions,
  • raw material requirements,
  • product requirements,
  • test methods, and
  • labeling requirements.

It is applicable to cleaning products (except cosmetics, disinfection products and food detergents) produced and sold (including imports) within the territory of China, but not applicable to cleaning products for aerospace, nuclear industry, military industry and semiconductor (including integrated circuit) manufacturing.

At present, China has set similar requirements to EC No.648/2004 in multiple product standards for the use of surfactants in cleaning products. However, these standards are recommendatory and therefore fall short of internationally recognized regulatory requirements. However, the revision this time was made by reference to relevant EU directives, and supported by the current international and domestic test standards for degradability. It has a clear access requirement the biodegradability of surfactants - the primary biodegradability of surfactants should be no less than 90% or the ultimate aerobic organism biodegradability of surfactants should be no less than 60%.

This standard proposes safety requirements for detergent raw materials and end products based on GB/T 41828-2022 "Guidelines for Human Health Risk Assessment of Ingredients of Washing Products". The testing methods to verify the human safety of raw materials or products are consistent with those internationally recognized. By reference to EU Directive EC No.648-2004 or Registration, Evaluation, Authorization and Restriction of Chemicals (REACH)", the revision also sets prohibited and restricted substances in Annex A cleaning products and their usage methods
