Provisions on the Management of Cosmetic Registration and Filing Data, officially implemented on May 1, 2021, indicated that registrants, filers or domestic responsible persons shall fill in the information of cosmetic ingredients manufacturers and provide safety information of the cosmetic ingredients issued by manufacturers. If manufacturers of cosmetic ingredients have submitted the safety information of the cosmetic ingredients based on the Guidelines for Reporting Quality and Safety Information of Cosmetic Ingredients, the registrant, filer or domestic responsible person can fill in the ingredient code to affiliate the quality and safety infomation file of cosmetic ingredients. .
According to the National Medical Products Administration (NMPA) announcement (No. 35 in 2021) regarding the Provisions on the Management of Cosmetic Registration and Filing Data (Hereinafter referred to as the Provisions):
- From May 1, 2021, the source of all raw materials in cosmetic product formula and trade names are needed for new products registration or filing. For those with quality specifications under the Safety and Technical Standards for Cosmetics, the specifications or safety information should be submitted.
- From January 1, 2022, when applying for registration or filing of cosmetics, the registrant or filer shall provide safety information on raw materials with functions of anti-corrosion, sunscreen, colorant, hair dying, anti-freckle and whitening.
- From January 1, 2023, the registrants or filers shall provide safety information of all raw ingredients in the products when applying for registration or filing of cosmetic products in accordance with the requirements of the Provisions. For cosmetics that have been registered or filed before, the registrants or filers shall supplement the safety information of all ingredients in the product formula before May 1, 2023.
There are only three months left before January 1 2023. In order help enterprises better adapt to the new regulations, CIRS China will hold a free online webinar on How to Apply for NMPA Codes of Cosmetic Ingredients and Case Study on October 20, 21 and 28.
The meeting will introduce the regulatory requirements of the safety information code of cosmetic ingredients or the safe use information as well as matters need attention, so that cosmetics and raw materials enterprises can better understand the regulatory requirements and reduce the communication costs in the supply chain. It is also helpful for the application of NMPA code or the submission of safety info of raw materials so as to make full preparations for marketing cosmetic ingredients and finished cosmetics smoothly in China.
