1. Can the efficacy claims listed in the application form for the filing of imported children's cosmetics be inconsistent with the efficacy claims on the original sales packaging labeling?

In accordance with the requirements of Section 2.1 of the "Technical Guidelines for Children's Cosmetics," imported children's cosmetics should, in principle, be filed with the classification code and declared category based on the efficacy claims, application areas, target user group, product dosage form, and usage methods indicated on the sales packaging labels (including instructions) from the country (region) of the cosmetics registrant, filer, or the country (region) of manufacture.

2. What should be considered when reporting the naming basis for children's cosmetics product names?

According to the requirements of Section 2.2 of the "Technical Guidelines for Children's Cosmetics," imported children's cosmetics should submit both the product's foreign name and the Chinese name, and explain the correspondence between the Chinese and foreign names (except for those designed exclusively for the Chinese market without a foreign name); if there is no clear correspondence, a scientific and reasonable explanation should be provided.

Furthermore, the attribute name should reflect the product's true physical characteristics or form, and be consistent with the sensory index content related to the standards that the product adheres to.

3. How should the purpose of ingredients be reported in the formulation table for children's cosmetics?

In accordance with the requirements of Section 2.3.1 of the "Technical Guidelines for Children's Cosmetics," the reporting of the purpose of ingredient use should be specific and standardized. It should be based on the main function that the ingredient actually performs in the product and be consistent with the ingredient's physical and chemical properties, product attributes, and production processes.

4. What are the requirements for labeling safety warnings on Chinese labeling of children's cosmetics with efficacy claims for makeup removal or beauty enhancement?

According to the requirements of Section 2.4.5 of the "Technical Guidelines for Children's Cosmetics," for children's cosmetics classified with efficacy claims of makeup removal or beauty enhancement, it is necessary to clearly define the usage scenarios and label warnings such as "Please wash off promptly" and "If discomfort occurs, please discontinue use immediately" or similar cautionary statements.
