China to Simplify Import and Export Control for Certain Products Containing Low Concentration of Triethanolamine

On January 25, 2024, China‘s Ministry of Industry and Information Technology, the Ministry of Commerce, and the General Administration of Customs jointly issued a notice on simplifying the import and export control over mixtures containing low concentrations of triethanolamine, which will take effect on February 1, 2024 .

According to the notice, products with low concentrations of triethanolamine, including non-medical disinfectants, synthetic detergents, cosmetics, and inks, are no longer subject to the import & export control for triethanolamine (HS code: 2922150000), and triethanolamine mixtures (HS code: 3824999950) listed in the Catalogue of license for dual-use items and technologies. Thus they don't have to obtain the Import & Export License for Dual-use Items and Technologies.

Previously, these products must obtain the Import & Export License for Dual-use Items and Technologies.

Import & Export License for Dual-use Items and Technologies

The Import & Export License for Dual-use Items and Technologies can be divided into two types:

  • Import License for Dual-use Items and Technologies, and
  • Export License for Dual-use Items and Technologies.

The licenses are issued for items and technologies subject to management of relevant administrative regulations as well as the items and technologies subject to temporary and special control.
