Every Tuesday throughout February we will present a series of webinars on cosmetics regulations in China. We will provide you with an overview and cover the process for NMPA submissions. We will also give details on how to handle new ingredients and finished cosmetic products in China.
These will be freely available to our clients and our regulatory network. And registrants will gain access to a free one-hour regulatory clinic with a member of our team.
Overview
- February 7, Overview of Compliance of Cosmetics in China – in this webinar Li Xiang will cover the overarching regulatory framework for cosmetics in China (the CSAR), and introduce ingredient management and finished cosmetic product management. He will also provide some case studies.
- February 14, China NMPA Submission Platform – Bryan Zhou will i ntroduce the existing cosmetic ingredient management in China, explain the cosmetic ingredient safety information platform and what information is required for submission. He will also provide you with some case studies.
- February 21, Compliance of new cosmetic ingredients in China – in this webinar Julie Harrington will present an o verview of new cosmetic ingredients in China, as well as their management. She will provide case studies of imported cosmetic new ingredients from the EU to China and compare the management in the two jurisdictions.
- February 28, Compliance of finished cosmetic products in China – Julie Harrington will provide an overview of finished c osmetic products in China and their management. She will discuss case studies of importing finished cosmetics from the EU to China and compare the management in both jurisdictions.
Each webinar will include time at the end of the session to ask questions. If you are unable to attend the sessions live, you will be able to listen free and on-demand at a later date via our events page .

Bryan Zhou , Deputy General Manager, CIRS Europe
Mr. Bryan Zhou is Deputy General Manager of our European office based in Dublin, Ireland. He has been working for CIRS since 2015 after receiving his Master's degree in Chemistry from the University of Cincinnati. His extensive expertise includes EU REACH, China REACH, K-REACH, Global GHS requirements and other worldwide chemical regulation compliance knowledge. Bryan has assisted hundreds of EU companies meet regulatory compliance requirements in these regions.
Xiang Li, Business Development Manager, CIRS Europe
Mr. Li Xiang is based in our European office in Dublin, Ireland. Li obtained his B.A. in Business and Law from the Technological University Dublin (Formerly DIT). Li has been living in Europe for over 10 years, and has many years’ experience in practical law and business law in Ireland, bringing a wealth of legal expertise and great public speaking skills to our Business Development team.
Julie Harrington, Senior Regulatory Consultant, CIRS Europe
Julie graduated from Trinity College Dublin with a B.Sc. (hons) degree in Medicinal Chemistry. She has also worked in the pharmaceutical industry in the area of Quality Control. She is now providing regulatory consultancy advice for China-REACH, EU-REACH, Global GHS, K-REACH, KKDIK and Cosmetic Regulations in the EU & China. She is focused on the European, Chinese, and Turkish markets with rich experience dealing with regulatory issues from domestic & overseas companies.
