South Korea MOE held a Training on Polymer Registration and Exemption under K-REACH Amendment

On December 12, 2018, Chemnavi (under MoE) held second training (1st training was on December 5, 2018) on polymer registrations and exemption under the amendment. The trainings were conducted with high interest of the industry. The training included importance of polymer identification polymers, pre-registration explanation and demonstration, and what authorities will look into to assess exemption applications. Also the changes of PLC exemption criteria were introduced. 90% of polymers listed in KECL are assumed to be exempted with the new PLC exemption criteria.

K-REACH PLC exemption under the Am endment (since Jan 1, 2019)

ŸK-REACH Enforcement Decree Article 11.(1).5.(a)

A polymer whose number average molecular weight is at least 10,000, in which the content of molecules whose weight is less than 1,000, is less than five percent and the content of molecules whose weight is less than 500 is less than two percent”

ŸK-REACH Enforcement Decree Article 11.(1).5.(b)

“A polymer whose number average molecular weight is not less than 1,000 or less than 10,000, in which the content of molecules whose weight is less than 1,000, is less than 25 percent and the content of molecules whose weight is less than 500 is less than 10 percent”

ŸK-REACH Enforcement Decree Article 11.(2).1.

“Cationic polymer (high molecular compounds which are used only in solid state, and not soluble or dissolved in water, shall be excluded)”

ŸK-REACH Enforcement Decree Article 11.(2).2.

“Polymer whose number average molecular weight is less than 10,000, in which monomers, which are new chemicals, hazardous chemicals, and chemicals publicly notified by the Minister of Environment because such chemicals pose or are likely to pose hazards or risks, constitute more than 2 percent by the weight ratio”

Proposed K-REACH Enforcement Decree Article 11.(2).2.

“A polymer the number average molecular weight of which is less than 10,000, in which not less than 0.1% in weight of the non-reacting monomers falling under hazardous chemical substances or substances of priority control remain”
