Russian Industry and Trade Ministry (Minpromtorg) has released the country’s Existing Chemical Substances Inventory on the Governmental Industry Information Exchange Platform (GISP). The inventory now contains 80,002 substances. Enterprises may search whether their substances are listed in the Existing Chemical Substance Inventory through the following website:

Five EAEU countries, including Armenia, Belarus, Kazakhstan, Kyrgyzstan and Russia are now accelerating the enforcement of Technical Regulation on Safety of Chemicals (TR EAEU 041/2017). The Existing Chemical Substances Inventory in Russia is a part of the Combined Existing Substances Inventory under TR EAEU 041/2017.
After the TR EAEU 041/2017 takes effect, substances that have not listed in the Combined Existing Substances Inventory are considered as new substances in EAEU and will require record keeping or registration before coming into the market. Besides, the data requirements for new substances are also stricter than that of the existing substances.
Currently, the Russian Existing Chemical Substance Inventory is finalized. Enterprises shall make sure whether their substances are listed in the Inventory. If their substances are not listed in the Inventory, under the current requirements, enterprises may still supplement their substances into the Existing Substance Inventory before 2 Jun. 2023 by providing certifying documents to prove that their substances have been put into EAEU market before TR EAEU 041/2017 takes effect. The certifying documents include Supply Contract, Shipping Note, etc. Detailed requirements will be clarified after regulation officially released.
The TR EAEU 041/2017 was due to take effect on 2 Jun. 2021, but will be postponed as the “secondary legislation” is still under amendments. It is still not sure when will the regulation be implemented.
