CIRS is to Host the Asian Helsinki Chemicals Forum and the 4th Summit Meeting on Chemical Regulations in Asia Pacific

On 24-25^th October 2019, Asian Helsinki Chemicals Forum and the 4th Summit Meeting on Chemical Regulations in Asia Pacific will be jointly held by HCF and CIRS in Shanghai, China. This event focuses on international hot chemical issues, and aims to help chemical stakeholders know different international chemical management systems well; figures out the solution of industrial pollution; pays attention to the challenge and influence from chemical data. In addition to this, the conference will invite government officers and experts from China, Korea, Europe, Southeast Asia and Taiwan to interpret the chemical regulations and analyze regulation updates as well as management tendency.

Jowitt Li, Director, Sahtech

Jowitt Li is associated with the Safety and Health Technology Center (SAHTECH) as senior researcher and Director of Chemical Safety. His main area of responsibilities includes hazard communication, chemical exposure assessment, and technical support to competent authorities on chemical management scheme development. Jowitt is currently involved in Taiwan’s interagency GHS implementation, national inventory program, national standard committee, dangerous goods transportation, development of registration scheme, risk reduction measure, and national chemical management programs.

Meg Postle , founding Director of RPA

Meg Postle has extensive experience in applying economic analysis within the field of chemical risk management, including on the assessment of the costs and benefits of different regulatory measures. She has been involved in a wide range of impact assessments and evaluations for the European Commission on the EU chemicals legislative framework, including REACH, CLP as the means of implementing the UN GHS, regulation of carcinogens and mutagens, regulation of reprotoxic chemicals and nanomaterials, and other product specific measures. She has also worked on indicators of the benefits of chemicals legislation, covering both human health and the environment, and more recently has carried out work with respect to biocidal products and plant protection products.

Jing You, professor in the School of Environment, Jinan University, editor of Environmental Toxicology and Chemistry and the president of SETAC Asia/Pacific Board of Directors.

Her general research interests are in interdisciplinary areas linking chemistry and toxicology techniques to their environmental applications with the objective of understand ecological risk of environmental contaminants in aquatic ecosystem. She is primarily interested in addressing research questions about environmental fate and adverse effects of organic contaminants, with a particular focus on bioavailability and toxicity of current-use pesticides, e.g. pyrethroid, organophosphate and neonicotinoid insecticides. She has published over 110 peer-reviewed articles. Her current projects include evaluation of bioavailability, toxicokinetics and toxicity of pesticides in aquatic ecosystem, investigating joint toxicity of sediment-associated contaminants, and diagnosing key toxicants in sediment.

Anthony Cox, Deputy Director, Environment Directorate, OECD

Since joining the OECD in 2000, Mr Cox has led work on water, climate, fisheries, political economy of reform, green finance and fossil fuel subsidies. He has overall responsibility for the OECD’s Horizontal Programme on Water, which pools the expertise from across the OECD to address economic and governance issues in water policy.

Bob Diderich, Head of Division, OECD

Bob Diderich has been involved in environmental hazard and risk assessment of chemical substances since 1992, when he joined the German Federal Environmental Agency. He was working in France between 1995 and 2002, first for the French Ministry of the Environment and then the French National Institute for Industrial Environment and Risks, where he was assessing the environmental risks of industrial chemicals and biocides. In 2002 he joined the Organisation for Economic Co-operation and Development where he was in charge of the OECD Cooperative Chemicals Assessment Programme and the OECD Project on (Quantitative) Structure Activity Relationships. Since 2012 he is the head of the Environment, Health and Safety Division.

Tim Kasten, Deputy Director, Economy Division, UNEP

30+ years of experience in environmental management and sustainable development; experience at grass roots, urban, national, regional and international levels; experienced in international chemicals management; ecosystems management; REDD+; marine policy; and water quality, criteria and standards. 19 years with the United Nations Environment Programme in Jamaica, Kenya, Switzerland and France. 12 years with the United States Environmental Protection Agency dealing with waste programmes enforcement; sediment quality criteria for metals; ocean discharges and hazardous waste treatment, storage and disposal facilities.

Eeva Leinala, Principal Administrator, Hazard Assessment and Risk Reduction Programmes, OECD

Eeva holds a Ph.D. in biochemistry from Queen’s University in Canada. Eeva collaborates with OECD member countries and stakeholders to advance risk assessment and risk reduction of chemicals. She leads various project areas which include combined exposures to multiple chemicals, integrated approaches to testing and assessment, application of new approach methodologies and Adverse Outcome Pathways (AOPs), tools development (OECD QSAR Toolbox, eChemPortal) and risk reduction projects including the Global PFC Group, the Ad-hoc Group for the Substitution of Harmful Chemicals and the Issue Team on Sustainable Chemistry. Eeva is also collaborating on projects related to sustainable plastics, improving socioeconomic assessment of chemicals management, chemicals policy and measuring performance of chemicals management approaches.

Hug o Waeterschoo t, Management Advisor, Eurometaux

Hugo Waeterschoot studied biology, ecotoxicology and environmental management at Ghent University in Belgium. He presently works now for more than 15 years at the international scenery representing the metals sector on Chemicals Management on REACH and is a regular stakeholder representative in several of the ECHA committees. In turn he advises industry on how to promote compliance and continuous improvement on Chemicals management. He was hands-on involved in Chemicals management from the early days on as well as on the guidance development for the EU-REACH system and the GHS system related to metals and inorganics.

Helsinki Chemicals Forum

Helsinki Chemicals Forum (HCF) is an independent forum aimed at promoting chemicals safety and chemicals management globally. The conference is built around high-profile panels and keynote presentations as well as related debates. The themes for the two day seminar are selected for their global relevance and topicality by the HCF Programme Committee. The Helsinki Chemicals Forum is organized by the Chemical Forum Association in cooperation with the European Chemical Agency (ECHA), the European Commission, the European Chemical Industry Council (CEFIC), and the Finnish Government with partners including the City of Helsinki, the Chemical Industry Federation of Finland and the University of Helsinki.

Summit Meeting on Chemical Regulations in Asia Pacific

The Summit Meeting on Chemical Regulations in Asia Pacific (SMCR) which was founded by the CIRS Group is regarded as the pioneer summit in China to communicate chemical regulations in Asia Pacific region. SMCR invites chemical regulatory experts, officials and industry representatives to share chemical regulatory updates and compliance solutions with an aim to assist collaboration among countries in Asia Pacific region, build transparent sharing of regulatory updates and enforcement measures, and promote the safety and sustainability of chemical industry in Asia Pacific region.
